Reading country AI-adoption figures without overclaiming

Country usage estimates can provide context for a market enquiry. They cannot substitute for evidence about women founders, sector demand or business readiness.

Written for: For a founder or analyst comparing countries before a market enquiry

If you are comparing possible markets, a country-level AI-use estimate can help frame a question. It cannot tell you whether your particular customers want your product or whether women founders in your sector can access the tools. Treat the percentage as a prompt for research, not a verdict on a market.

Country usage estimates can provide context for a market enquiry. They cannot substitute for evidence about women founders, sector demand or business readiness.

What the dataset measures

Microsoft’s Q2 2026 AI Diffusion dataset estimates the share of the working-age population, ages 15–64, using generative AI. Its methodology uses aggregated anonymized telemetry with adjustments for device and operating-system market share, internet penetration and population. Estimates may be revised. These are modelled usage measures, rather than direct observations of every person or business.

How SOFE uses it

The report’s 50 selected destination entries cover 47 countries. Forty-two have matching Q2 estimates in the reviewed dataset. Iceland, Barbados, Mauritius, Malta and the Bahamas do not have matching observations in that file. The country articles disclose these gaps instead of assigning zeros or borrowing a neighbouring country’s figure. The dataset is kept separate from the inherited SOFE ranking.

The useful next question

For a founder, a usage estimate can prompt questions about customers, staff development and local support. It does not answer them. A high national share does not prove that a particular customer segment buys an AI-enabled service. A lower share does not prove that a founder lacks skills or that a business opportunity is absent. Local interviews, sector evidence and practical tests still matter.

A better comparison

Compare like periods and populations. Record the source, date and definition beside every figure. Avoid combining a national usage share with a US hiring statistic as though they measure the same outcome. Where the objective is to support women entrepreneurs, collect appropriately consented programme evidence about their actual tasks and barriers rather than presenting national averages as their experience.

An evidence habit

A research publication becomes more useful when readers can see what is measured, what is missing and what changed. SOFE’s public country guides link to the source dataset and mark the review date. The Foundation can build on that practice by retaining versioned source records and correcting the accompanying narrative whenever the underlying evidence changes.

Read the denominator before you act

Check who is counted, what period is covered and how the estimate was assembled. The figure discussed here concerns the working-age population and general generative-AI use. It is not a survey of female founders, a measure of company adoption or a forecast of sales. A missing observation means the source has no matched estimate; it does not mean usage is zero.

For your own decision, list the people you need to hear from: prospective buyers, local distributors, sector associations and the official business or investment contact. Ask how they currently handle the problem your product addresses, what would make them trust a new solution and what rules apply to the data involved. Record the source and date for each answer. You will then have a market enquiry grounded in customer and institutional evidence, with the country statistic in its proper supporting role.
